PHNOM PENH, Cambodia, September 29, 2026. ByteDC Solutions Co., Ltd. (ByteDC), Cambodia's first Tier III–designed data center and sovereign cloud provider, and SoftFlex Solutions Co., Ltd. (SoftFlex), a Phnom Penh technology and cybersecurity company serving banks and financial institutions, today signed a Memorandum of Understanding (MoU) to give Cambodia's financial sector one local path from the systems it runs to the infrastructure that hosts them. Under the agreement, SoftFlex plans to host the solutions it delivers with ByteDC in Cambodia, so its clients can keep both their systems and their data under Cambodian jurisdiction.
Why banks need a data center in Cambodia
The National Bank of Cambodia (NBC) Technology and Cyber Risk Management Guidelines, issued in January 2026, require every bank and financial institution to have at least one primary data center in Cambodia. A data center outside Cambodia needs NBC approval and can serve only as a secondary site. The NBC guidelines also give the regulator the right to access and inspect third-party technology providers and their subcontractors.
The inspection right matters for any bank buying new software. When SoftFlex implements a core banking, card or digital banking system, the bank's risk team has to know where the system runs and whether the NBC can reach every company involved. With SoftFlex and ByteDC, the company implementing the system and the company hosting it are both in Phnom Penh, under Cambodian law.
What the partnership covers
The partnership is a Memorandum of Understanding under which SoftFlex hosts the solutions it delivers on ByteDC's in-country sovereign cloud, and clients of either company can work with both. ByteDC supplies private cloud, colocation and managed services from its data center in Phnom Penh. SoftFlex provides banking and enterprise systems, systems integration, cybersecurity compliance and IT training. The MoU sets the framework, and commercial terms will be agreed separately.

Banks have the clearest rule, but the government and large enterprises in Cambodia face the same hosting question.
