ByteDC and Mobile C&C Partner to Host Cambodia's Digital Loan (LOS) Processing on ByteDC Sovereign Cloud

PHNOM PENH, Cambodia, 26 August 2026. ByteDC Solutions Co., Ltd. (ByteDC), Cambodia's first Tier III–designed data center and sovereign cloud provider, and Mobile C&C (Cambodia) Co., Ltd. (Mobile C&C), a core banking and digital banking software company serving Cambodian financial institutions, today signed a Memorandum of Understanding (MoU) to keep Cambodian Digital Loan (LOS) Processing hosted inside Cambodian jurisdiction. Under the agreement, Mobile C&C will host with ByteDC in Cambodia, so the banks and microfinance institutions using its software can point to a primary data center inside the country.

Why this is happening now

The National Bank of Cambodia issued its Technology and Cyber Risk Management Guidelines in January 2026. The guideline requires every bank and financial institution to have at least one primary data center in Cambodia to host its IT environment. A data center outside Cambodia needs NBC approval and can only serve as a secondary site. The NBC guidelines also give the regulator access and inspection rights over third-party providers and their subcontractors. For an institution running its core banking system offshore, that is a supervision problem before it is a technology problem.

Mobile C&C builds the systems that sit closest to a customer's money: core banking, internet and mobile banking, loan origination, and field tools for microfinance lending. Hosting Digital Loan (LOS) Processing systems in Cambodia puts the software, the facility and the audit trail in one jurisdiction, and data does not have to leave Cambodia to be authorized. When a risk committee or an examiner asks who is accountable and where the data sits, the answer is a company they can call in Phnom Penh.

What the partnership covers

The partnership is a Memorandum of Understanding under which Mobile C&C hosts its Cambodian platforms on ByteDC's in-country sovereign cloud. ByteDC provides the infrastructure those platforms run on:

  • cloud compute, storage and networking

  • colocation

  • backup and disaster recovery

  • data center interconnect

  • managed services and cybersecurity

Mobile C&C keeps full responsibility for its own software, licensing and support, and customers keep ownership of their data and applications.
